Imagine thirteen separate British colonies\u2014each with its own personality, economy, and opinion about almost everything\u2014trying to coordinate a response to the most powerful empire on earth. The result was the <strong>Continental Congress<\/strong>, a gathering that started as a complaint department and gradually transformed into the first government of what would become the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The story begins with the <strong>First Continental Congress<\/strong>, which met in September 1774. The immediate cause was Britain\u2019s punishment of Massachusetts after the Boston Tea Party. Parliament had imposed the so-called <strong>Intolerable Acts<\/strong>, a set of measures designed to discipline the rebellious colony. To the British government, these were reasonable acts of imperial housekeeping. To the colonists, they looked suspiciously like tyranny.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Delegates from twelve of the thirteen colonies\u2014Georgia stayed home that year\u2014arrived in Philadelphia with a mix of outrage, caution, and curiosity. Some hoped to repair relations with Britain; others were beginning to suspect that the relationship might be beyond repair. But they all agreed on one thing: something had to be done.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Congress responded with a coordinated protest. It adopted the <strong>Articles of Association<\/strong>, which organized a sweeping boycott of British goods. In essence, the colonies decided that if Parliament insisted on unfair policies, they would hit Britain where it hurt\u2014in the wallet. The Congress also issued a <strong>Declaration of Rights and Grievances<\/strong>, carefully explaining that the colonists were loyal subjects of the king who simply wanted their traditional rights respected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At this stage, independence wasn\u2019t the goal. Think of the First Continental Congress as a very stern letter to management: respectful in tone, but unmistakably serious.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Britain\u2019s response, however, did little to calm the situation. By the spring of 1775, tensions had boiled over into open conflict at Lexington and Concord. When delegates reconvened in Philadelphia that May for the <strong>Second Continental Congress<\/strong>, they were no longer just protesting policy. They were managing a war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This second congress quickly became the de facto national government, despite having no constitution, no executive branch, and essentially no money. Nevertheless, it began making remarkably bold decisions. One of the first was creating the <strong>Continental Army<\/strong> and appointing a tall, reserved Virginian named <strong>George Washington<\/strong> as its commander. Washington accepted the role with solemn determination\u2014and, famously, declined a salary, asking only that his expenses be covered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the next several years, the Second Continental Congress juggled diplomacy, military strategy, and governance while the war raged. In 1776, after months of debate, the delegates took their most famous step: they approved the <strong>Declaration of Independence<\/strong> on July 4, formally announcing that the colonies were no longer British possessions but free and independent states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Congress also drafted the <strong>Articles of Confederation<\/strong>, the young nation\u2019s first attempt at a national constitution. Though imperfect, it created a loose union of states and provided the framework for cooperation during the war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By the time the Revolutionary War ended, the Continental Congress had guided the colonies through rebellion, independence, and the earliest days of nationhood. What began as a meeting of frustrated colonists had evolved, almost accidentally, into the governing body of a brand-new country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In short, the Continental Congress was less a carefully designed institution than a bold improvisation.
